The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are released from multiple capitals. Immense energy is expended on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by current data. From witness perspectives, defense planes that had been deployed to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on external assistance – a need that European nations are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership operates on a assumption well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unfeasible to compel Moscow to abandon the land that it presently holds in Ukraine's south or east.

The problem is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from assuming that the status quo will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a total frontline collapse until situations evolve in its benefit.

Existing Situation

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
